No, I mean I know where to learn MoP Leatherwork, but it doesn't explain anywhere how you obtain the recipes for those items.

But how do you get those leg reinforcements? WoWHead has zero information on which NPC teaches it, the required profession level, cost to learn etc. Is it available as soon as you learn Pandaren Leatherworking?

It's a very small difference of +2 Critical Strike I think, but the drop rate is 0.8% according to WoWHead. I gave up after the 10th run.

I haven't tested it yet but is it possible to lock a character in level 19 and still enter BGs? Cuz I'm getting stomped by levelers in 20-29, the stats difference is way bigger than before.
