Lejn your trying to say is sometimes a proc is unlucky and sometimes it is lucky and procs more often. However, if you were to go on the PTR and check for yourself. EF procs ALOT more than mongoose right now. And I'm pretty sure the normalized weapon speed your looking at is from earlier...

Mutilate takes daggers. You really want to use these under assassination spec. However, you can insta proc your weps using lifeblood.. then switch to maybe duel fangs with elemental force. Idk I dont want to give away too many secrets just yet. But if you decide to go assassination spec like...

Yeah lol I had a few that I thought would never come in use again. But after messing around on the PTR for a few days. Those will no doubt be BiS after next patch. Finally perfected what the new build is going to look like. Though, there will be a variety of builds.. im excited about this one.
