5.4 enchant question

So when enchant gear with scrolls like executioner, elemental force, and mongoose will you need a high level (85-90) to enchant your boas to mail back to your 19? or can you do the enchants from your 19s if you have the scrolls? could trading with a lvl 90 enchanter in the will not be traded section be a possibility? Also for enchants like 40 stam to bracers (scaling to 15 stam) will you do these enchants via will not be traded windows or will you have to mail the items down from higher levels?

scrolls, trade window or mailing over your boa with the enchant already attached. Which ever you prefer. They seem to all be working fine on the PTR. but then again this isn't live yet.

So if you can do it via trade windows you can enchant non boa weapons, ie shadowfangs?

Yes you can enchant non boa weapons like Shadowfang on the ptr.
