Cobalt is not too hard. It is done by killing mobs near the flight point. Just need to tag them and come to the guards who will finish them for you. Some reasonably geared classes can handle that effectively (I used prot pala). With the current 200% rep bonus the whole grind took me only a couple of days (don't forget to buy a small rep boost too from the nearby vendor Xavin).

For Cobalt rep - kill mobs, but they 35 and elite, so that better farm in group with good lvl 70. Few hours and will full reputation.
 
Thank you guys, I’ve immediately started the grind. After a while it becomes easier.

@Conzil could you maybe share some insight on the Dream wardens rep?

how to reach emerald dream? seems like the portal in ohn'ahran plains is not working.
Is there an summoning stone, or is a wl port the only way?
 
Can 100% confirm the Wyrmhole Generator working. Not sure a f2p can loot the chest tho. Will check tomorrow.
 
Dream Wardens is a giant pain in the butt for f2p's then.
Is there a better way than to create a lvl 10 DK, go to the Dragon Isles, pick up engineering and pray for the Wyrmhole Generator to procc the right portal, loot the chest and repeat?
And I tried killing Cobalt Assambly mobs. They give no rep and the dropped Arcana is locked behind lvl 28. Did I do something wrong?

1. With some additional steps, kinda yes. Make a bunch in rotation, while toy is on cd. Then delete or you have to track the progress.
2. Rep isn't 100% drop, keep killing (guards are paper and have slow respawn rate).
 
This technique for getting Emerald Dreams rep is from a friend of mine:

1. Must have the Wyrmhole Generator: Dragon Isles
2. Create a non-evoker Dracthyr - ALLIANCE, not horde
3. Do the 1st quest and then use portal to SW
4. Get Dragon Isles Await quest
5. Use portal to Bel'Ameth in mage tower, get Dragon Isles Engineering from trainer

6. Use Lost Dragonscale to port to SW
7. Abandon quest Dragon Isles Await quest
8. Move toward Wrathion and you get the quest back again with a replacement Lost Dragonscale
9. Use Wyrmhole Generator to open portal
10. If it takes you to Emerald Dream, go open chest for rep, delete char, start again
11. If it takes you to any other zone in Dragon Isles, go back to step 6 and walk into your Wyrmhole portal again (portal remains active for close to 2 mins, so you can get 4-8 tries to get to Emerald Dream for each use of your Wyrmhole Generator

EDIT: Couple more pcs. of info...
-If you delete your character and create another with same name, it will remember your game settings and EditMode layout
-If wyrmhole portals you to a bad spot and you get killed, don't release.. just use your Lost Dragonscale and it revives you in SW

Is there a timeline that a f2p can get access to the Bel'Ameth portal since we can't finish the campaign?

I'm playing a longtime FTP and the portal has always been there for me. I dunno what opened the access to the portal.
Maybe need to fly to the zone first and get its flight path? Or do some of the campaign (at least the 1st quests that take you to Dragon Isles)
There is also a portal to Bel'Ameth in Mt. Hyjal that is usable for me, but inconvenient to get to Nordrassil.

iirc there’s a bel’ameth portal in val’sharah as well (in the village where you land when you begin the questline there)

Nevermind me... I'm just stupid. Got the portal mixed up and tried to use the other DF one.
I guess after 75 DKs I will continue with hunter-dractyrs for the rest xD

Your friend is a genius btw!
