-30 health isnt a big sacrifice.
However, stamina is much more valuable than intellect to warlocks, especially when specced into demonic embrace 5/5 like my build recommends. [15%+ stamina]
The setup provided has 1832 mana...which already is a pretty absurd mana pool. I just dont think the 7+ intellect is necessary by any means. After all, warlocks are typically going to be most beneficial for their healthstones and fears.
1455 HP / 1832 mana, 7% spell crit and 34+ shadow damage is pretty solid IMO.

As a 19 Warlock, you really won't need more than 1k mana. With any more than 1k mana, you won't ever need to use Life Tap (one of your most useful abilities). I personally think 19 Warlocks work best when they're geared for (almost) full spell damage, but if that's not your cup of tea, then I'd suggest a full stamina build.

Here's how I would do each build + talents:

Phase 3 Alliance Warlock Spell Damage Build
- 100 HP to Head/Leg not accounted in Gear Planner
- Change glove enchant to 20 Shadow Power during Phase 5
- Add fishing gear in Phase 4

Phase 3 Alliance Warlock Stamina Build
- 100 HP to Head/Leg not accounted in Gear Planner
- Change glove enchant to 20 Shadow Power during Phase 5
- Add fishing gear in Phase 4

As for talents, I highly recommend both 2/5 Suppression and 5/5 Improved Corruption. The first talent will hit cap your Affliction spells (Fear, Curse of Agony, Corruption) against level 19s (this does not affect their spell resistance from gear/racials). I'm surprised no one ever gets this talent.

The 5/5 Improved Corruption talent will allow you to cast Corruption on the move and really help your positioning.

I feel like Mindthrust Bracers are one of the worst items for 19 twinking. Yes, +7 Intellect from bracers alone is nice, but if you're really having huge mana issues, you should be wearing some sort of Spirit staff with the 20 Spirit enchant out of combat. Stamina really is king at 19, so -5 Stamina is really just shooting yourself in the foot.
 
You don't have to go full spell power or full Stam... You can easily have multiple sets I including something equally balanced.
 
the fun thing about classic twinks is having a good number of options, many different sets, specs and combinations so you have plenty of stuff to do even without honour system and bgs

you are going to have multiple sets. I played 19 lock most of van/classic

my favorite set was max spell/shadow power glass cannon set and my role was hang with heals and fear rogues off heals and dot everything in site.

either way dont sleep on locks. many games were won because fc had dots with burst of teammates in tight matches
 
Thats pretty much how im doing my Mage, except Im using Night Watch Short Sword and Medicine Pouch. Also have a firespell dmg set in the works for fun.

is 4% enought for spell hit cap ? isn't is 6% ?

and how about Soul Siphon and improved life tape talents ?

The spell hit cap is 3%, but your spells will always have a 1% chance to miss (regardless of how much spell hit you have).
