BFA Enchants (19-59)

Pretty close, but slightly off.

All the boot enchants and AB boots give 10% speed, but only minor speed stacks with anything (class movement speed abilities and 2% cloak enchants). Boar's Speed, Tuskarr's Vitality, AB boots and all the other stat+move speed enchants will just give you +10% in your main/caster form. Minor speed stacks with stuff like ghostwolf, travel/cat form, sprint, nightstalker, body and soul, etc.

If you don't have any abilitiies like that or aren't worried about adding to them, you can use either the AB boots or a stat+speed enchant to get your 10%.

Exactly this. To give a little bit more detail, heres what happens to druid speed when combining different enchants and forms:

Druid with boar speed + gift of X:
Caster/Bear = 100 + 10 = 110
Cat = 130 + 2 = 132
Travel = 140 + 2 = 142

Druid with minor speed + gift of X:
Caster/Bear = 100 + 12 = 112
Cat = 130 + 12 = 142
Travel = 140 + 12 = 152

Its rather confusing, but boar's speed (and the other stat/speed boot enchants) works for only caster form, where it overwrites the cloak enchant. Minor speed always works, and stacks with the cloak enchant.

So you can go for +12% in caster, and +12% in all forms, or going with another boot enchant (or AB boots) will give you +10% and call it good enough (and go for another cloak enchant other than gift).

Do the PvP power cloak enchants work in the 20-29 bracket?

Yep, PvP power works at all levels. The % you'll get from a cloak enchant is in the box for lesser power. Resilience works too.

Here's a macro to check your current PvP Power and Resilience percentages:

Thanks for adding to that, there really isn't a great way to break it down succinctly. It applies exactly the same way for every other class speed ability I've tested at higher levels (Dash, Sprint, Body and Soul, that goofy hunter talent for not attacking, etc). Does not stack with Darkflight though.

I don't have any NE that I can test this on - someone with these enchants, a NE, and the dejachar stats addon should be able to verify.

My educated guess though, is:

NE, no chants - 102%
NE, hybrid boot enchant - 110%
NE, hybrid boot enchant + gift - 110%
NE, Minor Speed - 112%
NE, Minor Speed + gift - 114%

Again, that is just a guess. Someone should verify, as I have no clue how the NE racial works with other movespeed boosts.
 
The enchant weapon - siphoning gives 9 leech at lvl 50 so I guess similar at 49 and equals 2,3%

Been cleaning the spreadsheet up a bit the past week or so, going to keep working on that process here and there since people actually use it. Still won't get to Aelobin quality levels, but it's getting into slightly better shape.

Recent changes:
I added a bunch of info to weapon enchants. Proc rates, uptimes, etc.
Finally grabbed the exact numbers for Coastal Surge!
Put in some extra notes about boot enchants/speed stacking
Listed available stat combos for shoulder enchants (this might get extended to list them all fully as I update things, we'll see)
Added some extra notes on MoP leg armors. I need to double check some more recent spellthreads, I forget if any of those work on BoEs.
Labeled the shield-only enchants since those and offhands are combined.

Bump for some changes on the 8.1.5 PTR. Looks like most of the enchants that didn't scale below 60 got fixed (ty to @DigitalChemyst for noticing and posting about it). Ele Force, Berserking, all the stats to chest enchants, Shadow Armor and siphoning will get nerfed a bit for 19s-39s.

I put in an extra box for PTR scaling on most of them. Chest enchants were mostly just updated to their scaled down values, Glorious Stats is still going to be the best stat enchant at every level.

I think Enchant Bracer - Stats is getting fixed. The character I copied over with it had +1 stats like the tooltip.

Crusader is still broken, 100 str proc on a 29.

Did some other formatting stuff too. Most enchants have their full name now (no more lazy bracer enchants!), and I filled in the shoulder enchant section. Fixed a couple mistakes in the BfA secondary stat weapon enchants, some of my numbers there were lower than they should've been.
 
Added Deathfrost to weapon enchants (totally forgot about that one, thanks @Outacite). Looks like it has some decent utility, but probably won't proc a ton. Not 100% sure about the damage number, I grabbed it from wowhead. Seems like another one that might get nerfed a bit in 8.1.5 since it doesn't show any scaling under 60.

Hunter scopes are next on the to do list, starting to put info together on those since there might be some flexibility there next patch.
