Arcane Torrent now restores 20 Runic Power for Death Knights (up from 15 Runic Power), 1 Holy Power for Paladins, or 3% of Mana for Mage, Priest, Warlocks (up from 2% of Mana). Other aspects of the ability remain unchanged.

Well, that's a very good buff for Retri and a good buff for Prot and Holy Blood elf paladins. It can also make the +15% +5%/holy power talent a little bit more viable for prot FCs, but Laotl is still BiS.

You were unfortunately an expansion late.

Granted, that kind of BE racial would work for semi-plugging the empty 1 or 2 GCDs in ret DPS (though that gap is a clear clue on what rets can (should) do for their teams).
