Are you sure Jackhammer is gfd really?

Yes, its the same deal with Gloomshroud. Previously it use to be a level 40 weapon so it drops off of level 42-48 mobs. All 42+ mobs were removed from Ulduman in patch 2.3 with the dungeon level nerf.
Gloomshroud also use to be a level 20 item, so it drops off of 22-28 mobs but patch 2.3 nerfed SFK too so it no longer drops. Check The Undermine Journal if you want to see if any dropped in the recent past. Doesn't seem like it
