Do world boss drops scale to your level? I've noticed that bosses like Doom Lord Kazzak scale to your character, so I'm wondering if the gear does as well.

We still have yet to confirm if any World boss that's in a Zone that's only +5 your Level (say a Level 25 Zone in this case) would drop scaled-to-your-Level World BoE's. Since those are such a low drop rate it's very hard to test/farm. As for the specific items on the loot table of that specific World boss the answer is a "probably no".
