Will gear scale from 20 to 29?

I haven't read the patch notes, though i have read a few times here that the bracket would go 20-29 lvl range or something. If this is true, does this mean our items will scale to 29 as well, or just 24? also, will stuff get balanced? like, will we stand a chance vs 29?

IMHO:
The major problem won't be scaling gear, new spells or glyphs, but the removal of base damage and the item squish.

An imaginary example.
Lets say a f2p has 100 Spell/Attack Power and a enchanted one has 200.

CATA:
100 Base damage + 100 Spell Power = 200
100 Base damage + 200 Spell Power = 300 (50% more)

MOP:
100 Spell Power * 2 = 200
200 Spell Power * 2 = 400 (100% more)

Let us hope I'm wrong. but my prediction would be that the gap between f2p and enchanted players would be even bigger.

Guild loom tab all that matters and personally if I can help it I won't even step foot into a BG unless I actually feel the craving for an objective.
24's and soon to be 29's will all be just turds in a punchbowl so I sooner just stamp them out at the source, Red,Ashen,Hills, Those will be our Battlegrounds! Also every fridays we fake-queue as heals/tanks to make all the P2P DPS leveling go "WTF" It's all coming soon to my FTP spite war thread but I'll need administrator privvies and the backing of the majority of the FTP community. These bastard p2p's have pissed on you all far too long and it's high time we show them what happens when they piss on an electric fence!

Would be down to do. I'd also be willing to bring several 90s (Well, 100s I guess then) of both sides between me and my friends/guildmates to ensure that no higher levels grief.
