TBF I would play that.
I think people cut that expansion off way too early when it came to twinks. It was really undervalued. Yeah it had some one-and-done luck with quest epics and whatnot, but that just added some character flavor really. Made some people stand out, and the difference between that and gear you could farm was so miniscule that it was basically just a small flex if anything.
Every class had either one or more competitively viable specs.
It was the first step into making gearing interesting again.
No mounts below 20.
SL has interesting gearing, but the whole mount thing is what some people will say is what killed 19's, even though most of them had already quit midway into BFA anyways.

Well, I haven’t played levelling BGs since WotLK.
It would be interesting to read a summary of how twinking evolved over each expansion.

Someone like @Quackbesteu could probably write a book on that with both an EU and US angle. My knowledge is mostly from WoD and forward. The other expansions simply had too solid of an endgame for me to play a lot of twinks.
I know MoP and WoD was crazy good for both regions historically without having twinked in MoP myself.
Also, the evolution of twinking is so broad, because you have so many aspects. The classes, the players, the meta, the community, BG's, Arena, map(s), addons etc. etc.

tl;dr of the evolution of twinking from wrath-current
playerbase got decimated but the gameplay and meta got infinitely better
and the obvious, playerbase that stayed got infinitely better too
