What do I grind for now that HoA doesn't work?

I am new to twinking, I am making a level 10 twink and I finished the glove and ring from WoD mission table. I don't know where I can get other unscaled items

Every Legion quest zone.

And you can skip most of the quests in each zone, if you find out exactly what lines you need to get to the rewards it'll save you lots of wasted time. Couple hours a zone tops per reward.
