I thought there were no ilevel increases to the warforged gear because i have a chest piece that's WF and still ilevel 25. got some ilevel 35 leggings out of the chest.

Are WF shoulders and legs better than heirlooms? Take into account that you can enchant heirlooms but cannot enchant WF (legs/shoulders).

Yes they are with the only exception that you lose out on getting a little bit of Versa for both if you use that Enchant and you lose out on some Mitigation if you use the Stage 2 LW Emboss for Stam/Dodge. The increase in other Stats makes them superior overall to Looms.
