How's that farm coming? I just saw someone in a 39 BG get a strongbox piece with only one secondary stat i.e. the split between secondary stats ended up being completely lopsided, so that only one stat appeared. That prompts the question, what's the stat budget for each slot of blue BG gear available for 10s? We can calculate the maximum possible versatility from that, even though it would likely take hundreds of successful BGs to attain.

I've had zero time to farm due to my upcoming Project at work. However, I can say with reasonable certainty that the Secondary pool is between 3-5 at Level 10 (slot dependent) and I too have seen toons with varying Stats like 4 versa / 1 Haste and the same Boots with 3 Versa / 2 Haste, etc. What this means ofc is that getting truly BiS (for WPvP and PvE) is going to take a very long time. It also means we get to have multiple sets, like a Haste build, Crit build, Versa build, etc.
