No its not, I used it a few hours ago to transmog a helmet.
They are most likely using it the wrong way

I would assume that the same rules apply as before; that you can't mog legendaries

Searcg for your tabart, if you found yours, look above in the URL bar.
You will see somthing like "https://www.wowhead.com/item=1234/Tabart-name-here"
Copy everything after "Item=" in this case its 1234, so that will be the ID of the tabart
