It will work if used right before enter bg. Like consumables at 19/29/39 etc.

More forced conformity from the brainless pigs at Blizz that just can't stop wallowing in their pig troughs. The money's too good apparently.
They already cap stats at a certain ilvl in whatever bracket, no matter what better ilvl gear you obtain after that. Soon you will be an exact clone of everyone else of your spec no matter what you do, because it's easier on their overhead. More MOBA, less RPG.
