Tiragarde Sound, how?

It's as simple as that. How do we get to Tiragarde Sound at 10. Blizz said we have access to it starting from Level 10 but the Boat that normally takes you there from Zuldazar isn't interactable at 10. I never played BfA so it's probably a stupid question.

Its available for "Alliance" side. Just like they wont be able to get to Zuldazar. The way around this is by having 2 people use the summoning stone at Freehold dungeon to move your character to Taragarde and vice versa for Atal to Zandalar if Alliance. Or you can just have a lock summon you but that requires 3 people.
