Err the title is account wide but reps have to be all done on a single character afaik.
And DMF rep would have to be done in one week because that's how long (in theory) you can keep a f2p DK online.

As soon as someone logs out on a DK on an F2P account the character gets locked.

Nope, every time you log out it locks the character, like a monk if a mop trial expired.
