I moved forward and added the Warbringer's pieces for most slots, since they mirrored the BG crate pieces. However, what about the Warbringer's Legguards? Are they potentially worth it over the BoAs in some context?

39s enjoy an unprecedented selection of gear thanks to BfA's gear scaling. Zones, instances, and quests all adjust the ilvl of armor and weapons, but in different ways. Also, remember that 39s don't get the 5% bonus for wearing the correct armor type, so some classes and specs are better off using differently typed gear.

How do I get my hands on all these BoEs?

Other than the auction house or ridiculous luck, you can consult Sun's Guide on how to farm the rare and epic BoEs. For uncommon/green BoEs, it's more complicated. Blizzard's new scaling system means that most green BoEs drop such that the item level (and corresponding stats) of a BoE green is three levels higher e.g. a 39 green sees ilvl 42. However, some items use Blizzard's old scaling system, with a +5 gap (ilvl 44) and thus higher stats. Lockboxes, treasure chests (including the one at the end of Uldaman), and some rare mobs offer such rewards.

To make matters even more confusing, it's also possible for the same item level to provide different total stats. In other words, we're back to the days of imperfect and perfect green drops. That can also work in our favor e.g. ilvl 42 shields can match the stats of ilvl 44 shields.

The scaled version features 16 int, 17 stam, and 7 vers. I have a hard time recommending it because it doesn't push a particular stat for those who like to stack in a particular way, and it doesn't reach the cumulative stat value of the green lens.

Thank you. I know we're all looking out for tons of options for gear with the scaling, but let's keep the list as pruned as possible.

There's plenty of budget intermediary pieces but probably max 2-3 items people look for per slot (scaled BoEs, dungeon drops, possible quest items, etc).

PS. you have plate boots in the cloth section - plate doesn't have any 44 greens either.
also, Freezing Band doesn't proc and there are better items already listed.

This was likely mentioned elsewhere, but for those wondering about the Love is in the Air necklaces, they do not scale upward on the PTR for 8.1.5. Even though they are "dungeon drops" of a sort, they remain at ilvl 41 for 39s, and do not go to ilvl 51. Tested as of February 12th, 2019.

How do I get my hands on all these BoEs?

Other than the auction house or ridiculous luck, you can consult Sun's Guide on how to farm the rare and epic BoEs. For uncommon/green BoEs, it's more complicated. Blizzard's new scaling system means that most green BoEs drop such that the item level (and corresponding stats) of a BoE green is three levels higher e.g. a 39 green sees ilvl 42. However, some items use Blizzard's old scaling system, with a +5 gap (ilvl 44) and thus higher stats. Lockboxes, treasure chests (including the one at the end of Uldaman), and some rare mobs offer such rewards.

To make matters even more confusing, it's also possible for the same item level to provide different total stats. In other words, we're back to the days of imperfect and perfect green drops. That can also work in our favor e.g. ilvl 42 shields can match the stats of ilvl 44 shields.
