And I ran this bracket back in the day - I'm not some newfag - the current balance is laughable compared to when I used to beat Thunderstruk/Xkisses/Dirtyauction in duels way back when.

Youre looking at the game as if it was the same, it isnt. You can take my word for it, shamans are strong. This isnt a 1v1 game anymore, there are hard counters and some classes hit a hell of a lot harder than others. Thing about 19s now is its not just base to base and kiting anymore, shamans play a crucial role in the meta and cant be underrated. They are just as strong as they always were.

Shams are absolutely fine, one of the stronger 1v1 classes.

How can you complain about discs? No dispel. no interrupt, no purge, no ghost wolf? All they do is heal and dot, zero utility.

Edit: Just saw your armory, ofc you're going to get shit on with versa enchants . And as far as specs are concerned, resto has more dmg (http://www.wowhead.com/spell=55453/telluric-currents), more healing (http://www.wowhead.com/spell=16213/restorative-waves) and are just about better at everything besides a gimmick knockback every 45 sec. So just enchant haste (30-35% should do it), Keep around 2.8-3k hp, and you should be >more< than fine.
