PTR Six-Feather Fan oddity

Wowhead says Six-Feather Fan requires Level 40 to equip in SL. My 99 DH has it equipped (and not all red) and she got squished to 39. It's not a huge deal but for those wanting to Twink 39 it might be something.

It's not super surprising. On live servers, it usually says 101 required if anyone 101 and up looted it. But 98 and 99 have it scale differently I believe. Now I'm hoping lower levels will get access to these.
