I can list a few reasons.
1) 20 is less competitive and most of you consistently beat up on undergeared players.
2) lack of abilities in the bracket comparatively.
3) several features locked if account inactive.

I'm not gonna say that 19 "will never be back", because who knows what the future brings. However, as it is right now, it definitely won't happen. At most, there will be a revival which inevitably decays back into 0 queues. How do I know? Because I've witnessed the cycle so many times now.
Without a healthy PuG environment, the bracket simply won't be sustainable. For this to happen, you WILL NEED a mix of plebs, casuals, hardcore players and whoever fits in between.
The problem with an EXP locked bracket is that you do not have passive promotion. How many people duel in crossroads, goldshire or outside of major cities these days? Pretty much no one.
How did twinking blow up? Some twink destroyed a leveller. The leveller then wanted to do the same and so the cycle begins. You need that. You need to somehow spread the word without having to actually do anything other than play, because anything else is exhausting and not something people generally want to spend their time on.
The 20 bracket has exactly every ingredient to grow and sustain a twink bracket. Plebs, casuals, hardcore and everyone in between. The fact that you occasionally shit on a leveller and maybe gouge their interest is all you need to grow the amount of twinks in the bracket. This is also why Classic is successful.
Now, outside of all that, the 19 bracket has a whole range of issues that one could probably write a book about if they've been around for long enough.
Due to the stagnation of the bracket over course of time, you now have an incompatible playerbase of not enough plebs and casuals, nor hardcore players to sustain the bracket. This is what makes revivals so fucking difficult to deal with, because neither of the hardcore players or casuals will admit that they need each other, and pops won't happen without the one or the other.
I don't think a lot of people understands what it takes to actually kickstart a bracket. You can revive it momentarily with the hype of an expansion, a defining patch, or getting some names together, but to actually keep the bracket going is a whole different thing.
You first have to gouge an interest. Then you have to plan for queues. Then you have to think about faction balance. Then you have to find a middle ground that appeases the casuals AND the competitive players, which is practically impossible due to the miniscule playerbase that you're working with. They simply just don't want the same thing and eventually stops queuing, because neither are big enough to carry pops on their own.
Imagine putting people through all that trouble OR simply tell them to level 1 more level and they can have all the same with literally no attachments.
19 is NOTHING but a nostalgic number that you can choose to latch on to, but in terms of retail, it makes absolutely no fucking sense whatsoever.
1) Competitiveness is what you make of it. PuGs will always be PuGs. Question is, would you rather have PuGs or no pops at all? Because that's basically what you have as a choice. Wargames etc. will still be there.

Alright, that's just an opinion though. Facts are, 20s are active and thriving, 19 is not.
If 20's have never been fulfilling to you, there is no way 19 will feel fulfilling to you now either. 19 is nothing but a number. You're practically a level 44 character. You have mounts, the same range of spells you would expect from a level 44 before squish. You have PvE and PvP content that far exceeds what you would have ever assumed of a level 19 character. How on EARTH does that just resonate with you as "fuck yeah, 19 bruh!".
It sounds an awful lot that you are attached to the number, rather than twinking in general.

You can cry nostalgia all you want, unless you hop on Classic, you won't be getting any 19 games. Retail took a turn. You either adapt, or you don't.
