Heirlooms can be mailed, mop leg enchants do not bind, and people exploit shoulder enchants onto boes.

You can put them on heirlooms and mail them to your toons. If you aren't against exploits there's a trade glitch you can do to put them on BoE and dungeon drops as well. There's no way to get them on quest rewards that I'm aware of.

What is this trade glitch?

It's around the site somewhere. I'm personally not about it so I don't know much about the glitch besides it exists because some people can click fast
