Here is a compilation of all the info from other threads. Most of the info is for level 20 but might be applicable for 19s or 29s. I have not tested everything myself. Tell me if any info is wrong or missing.

Available for f2p (normal):
  • Chromie time seems to be grandfathered for some f2p. No idea what the conditions are, if its not available to you, you can't get it. p2p can still get it by leveling a character to 50.
  • Artifact weapon and +5 ilvl artifact relics
  • TBC dungeon gear with sockets and +2 stat gems.
  • Epic upgrades are ilvl 26/27
Available for f2p (overpowered):
  • Cogwheel gems. Scales to +10 secondary stat. (not sure if patched)
Grandfathered:
  • ilvl 59 non azerite Warhelm/Facemask/Cowl/Hood if you did the quest before nerf. New rewards are lower ilvl
  • +14 ilvl artifact relics if you have already added it to your artifact weapon. Now has minimum level requirement
Nerfed / Patched:
  • Heart of Azeroth. Requires level 40.
  • Azerite gear. Has higher level requirement
  • End of legion zone rewards Valsharah/Aszuna/Highmountain/Stormheim nerfed to ilvl 25.
  • Legion class hall vendor greens. Has higher level requirement
  • ilvl 44 legion gear. Is now ilvl 25, even for previously obtained items
  • Rares near apexis crystal assaults gave ilvl 44 items. Nerfed to ilvl 25.
  • First few garrison mission glove and ring nerfed to ilvl 25.
  • TBC vendor gear with socket. Has higher level requirement

Also, if you want to add, pretty much it seems like Epic upgraded items go to ilvl 26, not that impressive but eh

But if all the overscaled items are nerfed, I'm sure twinks will have a fun time re-rolling for Epics again lmao
 
Just a bit of a tip make sure to do the class hall research, the first one gives a choice to increase the upgrade chance of quest items in legion zones.
 
So are people who didn't get the op relics just out of luck, and at a disadvantage?
also is the legion gear from quests better then farming slotted BC dungeon gear?

So far the legion quest gear looks spicy! I'm sure it will get a nerf, but bc gem gear looks great too. As far as I know all the people with ilvl 49 weps still have them. If that's the case im not investing my time in this bracket knowing someone that got to no life it before I even got to log in has a severe advantage over me for this whole expansion. Nothing on them, I'd much prefer the playing field to be relatively even. The bracket finally has a ton of awesome abilities across the board, having gear that was only available for 2 days which is far from what I know as grandfathered is going to make or break your viability. If you got the gear and it stays, enjoy it guys! Not condoning anyone, I just don't care to go all in if I'm already that much behind.

my artifact weapon has a ilvl44 relic gotten from a legion dungeon run, its a +14 .. and even though my artifact weapon shows its ilvl35 (only 1 relic is socketed) but when i click to see the relic, its red and says required lvl40 .. what does it mean ? meaning the weapon is essentially back to ilvl20, as good as no relic ? but the weapon itself still shows ilvl35

The 4 final zone rewards being ilvl 50 will likely make them stronger, but who knows how long it will last...

you get to keep the stats if you already have it added, but you cant add it anymore.
 
Can someone post a screenshot of a artifact weapon that has 2 of the grandfathered relics please? I'm interested to see the stat difference.

Hahah not condoning anyone aye? After saying whoever got it are no lifers, someones salty they never got it eh :D
 
He's referring to the people who COULD no-life it. Like some of us have kids etc and don't have the opportunity. Some days I wistfully look back on the old no-life days..... :p
