@Chops and @Counsel covered a lot of good ground -- yes to everything they said (other than addon choices, that's a matter of personal taste). If you take away only one thing, take Counsel's advice to heart: mouseover macros are an absolute must for any healer. I use differently structured macros than Counsel, but the results come out the same. Macros can be a pain to troubleshoot, so if you need any help, shout out here. Lotta good macro people around. I can link up an old guide, if you need it.
Positioning is huge for resto shamans, and your instant-cast spells and totems are your window of opportunity to move. You might step forward to land a shock on an enemy, shear someone in range, drop a totem on the steps back, and then bomb the casts. Sometimes your team moves up with you, sometimes the team falls back. Move during the insta-casts, since you're stuck in place during the bigger heals and dps. Resto shaman utility can move fights and set up kills for your teammates. If you top the healing charts in a game, then you didn't face very strong opponents.
Flame shock makes experienced opponents nervous in a big fight. They know that's a guaranteed crit from a lava burst, and if they don't fully trust their healers, a flame shock can make an opponent more hesitant. I use flame shock on cooldown for intimidation as much as anything.
Tracking flame shock on enemy nameplates and riptide on the allied raid panel is critical to me. It must be in the WoW interface settings somewhere, because I don't use addons to track those.
I love using Earthbind Totem in the middle of a big fight to give teammates an edge for a few seconds. I also love using Earthbind on the front edge of an incoming group if a warrior looks like they're going to charge in. More often than not, the warrior outdistances the healers because the warrior doesn't realize the team got bound behind. Then the warrior melts, the opposing team loses the fight, and you can just feel the infighting start on the other side. Earthbind is indeed situational, but there are a lot of great situations. Look for opportunities to use it to peel for teammates, or (like you said) to catch an opponent on the back end of a retreating group.
While I've only been back in action for a couple of days, I quickly learned how hard arcane mages hit in this bracket. Chops is right, shearing an arcane mage makes a greater impact than pumping out heals to counter mage damage. Normally I prioritize shearing heals, but if heals are out of range, blast that mage. It helps your front line advance when a mage can't gatling gun a target.

In a wargames setting you want to prioritize shearing mages for potential swaps onto them by your team, as they can’t blink when arcane locked and are squishy af.
You want to use slow totems to slow teams on their offensive goes or try to slow their healers in the backline so that the offensive frontliners overextend and become easier kills. Using slow totem on enemy frontliners on your teams offensive goes on efc is also pretty critical as it’s the frontliners’ jobs to stop your go.
The ideal play style for rsham in 20s is more of a hybrid play style rather than a healer. I’ve seen rshams top dmg in wargames.

cool, i think i make up for stuff with the weird set points i have for the buttons for my mouse, i use space bar to turn on and off autorun and steer with the mouse, i never use the W,A,S,D keys to move or for anything, if im not on autorun i will use the aroow keys near the num pad to move and the num pad it set for targeting and the 0 is another autorun, its messed up, it was cause when i started i wasn't a PC gamer and was more use to a controller,
