EU+US Rate my 29 Balance Druid!

99% sure this is an assumption that was made without proper testing. EF is worse if you keep good dot uptime and less reliable on burst. It has a capped PPM (Affected slightly by haste, not enough to make much difference though), as a boomkin if you multidot effectively then EF quickly runs out of procs and 16 flat spellpower overtakes.

Also wanna consider astral communion glyph. It helps you multidot quicker overall.
Are you sure, because EF is a huge chunk of my damage on Mage, like 16%. The biggest driver of EF is time since last proc. You could swap weps to a pure sp chant but within a few seconds you already have a huge increased chance to proc again. And since dots don't snapshot anymore this really isn't worth doing IMO.

On very heavy dot classes spellpower overtakes ele force. On classes like mage you don't hit enough things fast enough to reach it. Ele force has changed subtly a lot over the years since that post was made. It's around 12 PPM nowadays on average. At 19 (Where ele force is even stronger) it is around 7% of my boomkin's damage just because of the sheer number of dots I put out. I found the same to be true of my shadowpriest at 29 when I focused heavily on dot uptime.

Elemental force is really good for short quick and few dots on minimum targets because each proc makes it have a smaller chance to proc again if I'm correct, don't quote me on this but EF profs I think 10 times a minute? Where as spell power is way more consistent for big long fights were the small amount soon adds up to be greater than that of EF ticks combined.

10 base PPM. It's affected by haste but nowhere near enough (The amount of haste most 19-29 twinks have yields an additional 2 ticks) leading to 12 PPM as I stated.

I never tested nor did math, just going off what I have been told in previous months.

Time since last proc would just give you a huge increased chance should you run into unlucky RNG. But time since last chance would really cap that number very low, if you had multiple dots all ticking every fraction of a second.

But you could say the same about rogue poison yet it's very strong there so... Not sure I buy that yet.

Rogues open after a while being out of combat then you get a sort of "barrage" of procs early on. Also what would a rogue use instead? The raw AP / agi enchants are really weak at 29 and the procs such as landslide aren't reliable enough when you need opener damage. The way EF works leads to a kind of ebb and flow in its damage as the fight progresses, if you want to be really picky you optimise it by keeping EF on until you have X (Whatever dots you theorycraft to be correct, I do not know this number but its under what's possible. At 19 it's around 10) number of dots up and then go to spellpower. Doing the same with every engagement.
 
You have to queue with a player that is level 25 or lower. Also I'm not surprised to hear that you haven't obtained the item yet. It took me 3 full days of chain queuing to finally obtain the haste item.
