This is the info we've found so far.

Basically fill every slot with something, a gray item is fine and you are good to go. If you have full BiS like http://www.wowhead.com/item=7337/the-rock you are going to get maybe 2 more stats, it's not much.
29s get a lot more stats but it's better than it was. The biggest issue is 20's trying to hit a 29, lots of misses.

Basically here's what happened at Blizzard:
We can't get people to improve their characters...
I know, lets make dungeons they can just click a button to join!
They still can't seem to put a gear set together...
I know give them account wide gear, they can just click a button again!
They are still running around BGs naked...
Do they have SOMETHING in the slot? Fine, use that.

This may seem like a bad change however the majority of players in the 10-19 bracket (random levelers) dont have every slot filled this means they lose around 200 hp per slot + lose damage. Due to this some people have compared it to the old days of twinking but with new spells and a much faster pace of gameplay.
