Quick Intro to Level 20 Twinking

I’ve looked through other posts and I don’t think it really mentions the reroll process

like what I actually need to do or what I am looking to get by re rolling

Do I have to wait to be level 20 to do the artifact thing?

What does + 6.5 mean

Do all quests have a chance to proc these epic drops?

Nope

What does + 6.5 mean

Each artifact relic adds a specific ilevel to the artifact. Normal quest reward blues give +5, green BoE's give +7 and epic upgrades from quests give +6.5

I believe every quest drop has a chance to upgrade, yes

So are artifact relics just quest rewards or do they randomly drop after doing quests?

They are quest rewards in specific quests, some start green other blues.

To be a bit more specific, the base iLevel of an articact weapon will be 20 whether you obtain it at 10 or 20, but you shouldn't do Legion quests for relics before level 20, or before upgrading your class order hall. If you're subbed, however, I would choose to farm for BOE relics/armor on a level 24/25 character instead.
