It's because no one wants to queue into a bg with half the players being level 10, horrible faction imbalance, bad queue times, and GY farming. The 20-29 bracket offers the same level of aids with faster queues. EU 19s are dead. Go US or go 20-29.

Tough Love players are lurking around on mains and a few on US, stubs joined the horde draenor guild ' For the Boys ' ( lead by blackout the rogue ) quite a few AAO members in that - hardbass, smull , synthax ( known as partygirl ) etc.
AAO is inactive and smull is currently GM
The guild on aggramar/hellscream is Defecteum or something lead by a monk called ßlackout a new player in this bracket however the guild is extremely inactive for the amount of members in it.

EU rarely pops and when it does the games are dogshit.
US games pop from around 8-10PM EU time until around 8AM EU time. The games are somewhat fun.

Was seeing some 19 twink guilds in xp-on last evening and night holding flags the whole games and wondering if yall seen these people also in xp-off. The alliance guild was <Hand Selected> and a horde guild from Kazzak which I cant remember but pretty sure it were the same people. If so Id be happily updating my 19s and queue for this braket 
aah now I see that its quacks guild the alliance one so i assume a yes? could it also be that this horde guild is also theirs?

They play xp-on 19s because xp-off doesn't pop. It's rather pointless and a waste of time, just move to US or go to 20-29 bracket.
