It's not for certain, unless it has changed since yesterday. I searched for awhile trying to look for it. No luck.
There is a rumor that there will be a pre patch before MoP is released. 5.0.1 something like that, but it wasn't confirmed.

They do this with every expansion so it's not just a rumor.

You HAVE to download it the PTR the Live client and PTR are two different things.
It is worth it in my opinion. It's time away from f2p..
