  • We are renaming this stat to “Defense (PvP)” or possibly “PvP Defense.” All players will have 30% base Defense, the same way all characters have some base Stamina.

  • PvP gear will have Defense on it, as well as a new stat, “Power (PvP).” Power increases the damage you do to other players as well as the healing you do to other players in PvP situations.

  • If you have a lot of Power, you’ll do more damage to other players, but they likely have Defense as well. If you fight players in lots of PvE gear, they’ll take more damage. Likewise, a player in PvE gear won’t have enough Power to effectively penetrate your Defense.

  • The names PvP Power and PvP Defense may not be final, but we’re leaning towards going with stat names that are obviously PvP-related, rather than “fluffier” names that might not be as easy to grasp. We want it to be clear to players that neither Power nor Defense have any relevance when fighting creatures, such as in dungeons or raids.
  • PvP gear will be lower in item level than PvE gear of an equivalent tier, however the Power and Defense stats will make sure that PvP gear is more powerful in PvP (both offensively and defensively) than PvE gear. In our budgeting system, the PvP stats will be free rather than causing other stats, such as Strength or haste, to be smaller as a result of including Power or Defense.
  • The goal of this change is to make it easier for a PvP player to participate in PvE, or for a PvE player to get started in PvP. Currently, we feel it is too large a barrier to go from one to the other, and the result has been that we see more and more players choosing to focus exclusively on only PvP or PvE. In earlier expansions, it was more feasible to use PvE gear in Arenas or Battlegrounds until you acquired the more useful PvP gear. The same was true of being able to use your PvP gear in a dungeon or raid until you acquired something better. In Cataclysm, stepping into PvP with no PvP gear would result in a player being so ineffective that it was difficult to even make progress towards acquiring PvP gear.
  • For the higher-end of PvP or PvE (say Gladiators or heroic raiders), we believe those players will still gravitate towards the dedicated PvP or PvE gear. It is the players who are working towards those two end games that will benefit more from some cross over.
That’s a lot of information, and it probably sounds more set-in-stone than it really is. That means that no one will be able to do pvp in pve gear. Sorry but: " If you fight players in lots of PvE gear, they’ll take more damage. Likewise, a player in PvE gear won’t have enough Power to effectively penetrate your Defense" dont have any sense at all. I hate this change...

That actually makes sense:

You play in PVE gear (today's mages etc.) you take additional dmg as you don't have defense(PVP) stat on it
You play in PVE gear (today's mages etc.) you deal less dmg as you don't have power(PVP) stat on it

I for one love the change (playing mostly locks in several brackets)

Edit: Just to be clear i like that PVP gear will affect not only defensive stat but also offensive side of it (taking care of classes with lots of control and escape mechanisms)

this seems to me like it will take a huge toll to twinking in this bracket... now to be bis you would just need 2k or so honor before leveling in, making it VERY easy to twink a rogue or a mage or pretty much anything

Sounds like the new stat will be "Defense penetration", to counter the new resi, and as it only is gonna be on pvp gear classes like rogues and ferals might start using alot more pvp gear, which should slow the damage down abit which is really needed in this bracket. But as blizzard says

im guessing most if not all classes will be gearing like discs/healers in general do atm, sunwell legs + KJ weapon and then full pvp gear, especially rogues are stupid atm with full agi stacking, incredible survival with cooldowns but dies in a shatter without cds, might balance things out abit.

But of course we will have to wait and see how the scaling of defense and defense penetration at 70, hopefully it will be better then the current system where it scales worse the more resi you get above 32.50%

Another interesting thing is the removal of resistance/spell pene, wondering what will happen to the gear with those stats on them atm? If I remember correctly when armor pene was removed it was replaced with other stats on the gear which had it, might see something like that again.
 
Should be a good change. If you're upset that the people you see running around bgs with full brutal and no swp gear will be bis then you're playing this bracket for all the wrong reasons.
This will make gearing my 10 70s easy :D
 
Well this change will reduce our possibility to choice our gear.
Now u can choise to do pvp:
- in pve gear and u do more dmg but u have less survavibility
- in pvp gear and u do less dmg but u have more survavibility
With this change u have not any choice to do unless u're masochistic and u like to do less dmg and have less survavibility at the same time.

All the changes that bring us less chance to choice are bad changes. Of course this is my opinion

"Power" is to counter pvp Def, and blizz forget alot. maybe its not even put into the 70 gear.

We can say "HOW IT WILL BE" as much as we want to, but we cant be sure of anything.

Just remember how good/bad/better ppl said cata were going to be.

I doubt that blizzard would leave resi on the 1-85 gear and the new pvp defense from 85 to 90.

It is most likely that they will re-wamp everything.
