No xp off anymore?

Just curious, anyone unable to turn off xp at any level? i have tried a few different toons and the person in org doesnt work anymore

it works for me. (WOTLK CLASSIC) The 2 guys are stealthed in the wara room, faction respective. Bestin and Slatz. I believe they were introduced in WOTLK since you didn't get xp in bg anyway. Just had to manage your xp while gearing prior to LK
PS XPOFF is grouped with regular players regardless of their xp state.
