It's ~84 Rep Tokens PER Faction PER Character. Look into how long it'll take a person with only a single high level Character to farm the Badges and you will no longer feel bad for those who did the key grind. Granted if you have dozens of 71/81+ toons to feed a single Level 10/19/20/etc then it'll be much faster.

EDIT: The final Boss of each Timewalking Dungeon drops a Quest item (once per week per toon). This week it's called Frigid Timewarped Prism that has a Character Level requirement of 81 (the minimum to que for WotLK Timewalking). I ended up with (35) Badges at the completion of Utgarde Pinnacle before turning in the quest for an additional 500 Badges. The Quest recipient is in Dalaran, directly in the middle where the fountain is. His name is Auzin and he's also the NPC that sells the WotLK specific Timewalking Badge Gear, Toys, Mounts, Heirloom Upgrades and Commendations. The 6 Factions for WotLK are:

Horde expedition / Alliance Vanguard
Kirin Tor
Ebon Blade
Argent Crusade
Sons of Hodir
Wyrmrest Accord

BONUS: It should be mentioned that the Timewalking Badge gear he sells is fully scaled up (as if it Warpforged) so on my 99 Twink it's all 615 iLvL instead of the 605 that drops normally. They are 25 Badges each.

EDIT2: I can also now confirm that there is currently no minimum Character Level nor Zone restriction when using the Commendations. I was standing in Org on my main 10 and was able to use them. I stopped for now since DMF is this weekend and I want the Rep bonus.

so its about 4k timewarped badges for exaulted. assuming you have at least 4 level 81+ toons you can get all the badges in a month and mail them to your twink

Did you loot the final Boss? I did (1) TW on 7 toons ranging from 92-100 and every one of them got the quest item.
