Ah, I never knew about the GCD's for dual wield. It could pay off in a massive battle if u had the right weapons. but I feel like replacing that staff stats would be tough call. might be worth it tho with the right enchants. def an interesting thought

Yea, I was just playing with it swapping between an adaptable staff w/+10 agi and 2 epic jeweled daggers w/ ele force.

No idea if its still viable and yea, I really doubt you'd want to ever give up the staff.

I tested a sword and a dagger enchanted with Elemental Force on dummies. The procs happen A LOT, like very very often. The damage is alright, albeit nothing too crazy. I attacked the dummy for 1 minute straight, got 25 procs in total that dealt 11% of my total dmg. I have no idea about how viable this is, but it is definitely funny, whilst still having some high meme potential with combinations like double https://www.wowhead.com/item=7961/phantom-blade?bonus=6877 or https://classic.wowhead.com/item=869/dazzling-longsword MH + https://www.wowhead.com/item=7961/phantom-blade?bonus=6877 OH.
