I understand the "why" here but i feel compelled to mention that this is not how the game is designed. Not that its not a worthy cause, just dont get your hopes up. This is not a bug but a feature.

you mean like level 30 Tol Dagor in lvl 10 tirigarde? Or level 50 Kings Rest in lvl 10 Zuldazar?
Its not exactly written in stone that a dungeon must match its zone is all I'm pointing out. No idea why you're so committed to being wrong about this.

Those are story locked though, in zones with multiple dungeons in them.
I guess its just shocking to look at a circle and watch you guys call it a rectangle.

Story locked, in a level 10 zone... seems like a conscious decision to keep certain dungeons at a floor different from whatever zone they seem to be in!

Yes, Kings rest is literally inside Atal Dazar. It was a max level dungeon only in BfA too.

There are exceptions to the rule but you seem to be on the wrong side of the rule. Theres dungeons in zones that already have dungeons where theres other dungeons further into the story. It wouldnt make sense to allow players into Kings Rest before doing AtalDazar or Siege of Boralus before completing the Tiragarde campaign for example. Highmountain, Aszuna, Suramar, Stormheim, Val'Sharah, Mac'Aree, Drustvar, Nazmir, Vol'dun and Stormsong Valley all allow entry to their dungeon catalogue upon meeting the entry level to the zone. Zuldazar and Tiragarde Sounds allow entry to the beginner dungeon but not those further into the story.
If they reduce the level Nazmir, Drustvar, Stormsong Valley, Vol'dun and not The Underrot, Waycrest Manor, Temple of Sethraliss and Shrine of the Storm thatd be a bug not a missing feature.
