Movement Speed Guide: Hit Speed Rating Cap in Under an Hour

Straight to the point, this guide focuses mainly on movement speed in regards level 10-11 twinking with some considerations to level 20 and F2P/Vet accounts. You can use this macro to track your current speed at any given time.

Speed Rating Caps at 49%

The amount of +speed stats you need to reach the 49% cap depends on what level you're at:

Level 10-11 caps at 76 rating, this will require 6 SL gems (82-80 rating)
Level 20 caps at 110 rating, this will require 8 SL gems (108 rating)

The main source of +speed will be from https://www.wowhead.com/item=173126/straddling-jewel-doublet and as such you'll need sockets to hit the cap quickly and easily.
You can craft this gem immediately upon learning shadowlands jewelcrafting, but you need 10 skill to access some of the +1 gems; you'll need about 50 prospectable Shadowlands ore to get the skill and enough gems for the speed cap. Socketed Gear

You can get 6 sockets in under an hour of character creation (if you grab the necessary items and gems from the AH):

Enter Outland Chromie Time and do the quest https://www.wowhead.com/quest=9747/the-umbrafen-tribe and the follow up https://www.wowhead.com/quest=10096/saving-the-sporeloks Kill as few mobs as you can doing this because by the time you complete the conditions for the second quest you will be close or have already leveled. Take this moment to lock your exp at https://www.wowhead.com/npc=35365/behsten or https://www.wowhead.com/npc=35364/slahtz before turning the quest in.
Getting the gold to lock experience as F2P: Enter Legion Chromietime and story skip to get the https://www.wowhead.com/item=140192/dalaran-hearthstone which also rewards https://www.wowhead.com/item=143785/tome-of-the-tranquil-mind x5
Kill Warmaul orges until neutral reputation https://www.wowhead.com/npc=17138/warmaul-reaver
Then take the quests given by
(A) https://www.wowhead.com/npc=18009/puluu
(H) https://www.wowhead.com/npc=18018/zurjaya
Once you complete the quest involving https://www.wowhead.com/npc=20477/terrorclaw you will be rewarded with a 2 socket item.

If you have socketed heirloom gear like https://www.wowhead.com/item=104405/hellscreams-decapitator, feel free to use those as well.

Head to the Dragon Isles to obtain https://www.wowhead.com/item=200210/amnesia from https://www.wowhead.com/npc=193214/forgotten-creation (if you've finished Dragonflight) or try once a day with https://www.wowhead.com/npc=187745/disoriented-watcher and give it 3 sockets using https://www.wowhead.com/item=192994/tiered-medallion-setting

IMPORTANT: When socketing an item use different Shadowlands gems or you will not get the speed bonus for the additional gems.
https://www.wowhead.com/item=173125/revitalizing-jewel-doublet should be used as the healing provided is insane. (F2P cannot access)
https://www.wowhead.com/item=173129/versatile-jewel-cluster are usually the weakest stat: decent for survivability, ineffective for damage.
The exception being if https://www.wowhead.com/item=173130/masterful-jewel-cluster doesn't do anything for your class/spec: In terms of damage it does nothing for healing specs, nor really fury warriors. When in doubt just go for https://www.wowhead.com/item=173128/quick-jewel-cluster and pair it with https://www.wowhead.com/item=173127/deadly-jewel-cluster
Once that's done congratulations you'll be at the 49% speed rating cap!

While you're collecting gear you might get equipment upgrades with +speed on them. At level 10/11 if you get a total of +7/9 speed from your gear you can drop your first SL gem and remain speed capped at 76 speed rating. (+13 more for each one after). At level 20 you'll need +17 speed to drop your first SL gem and stay capped at 110 speed rating (+15 more for each one after). However unlikely, in theory you can drop as many as 3 SL gems for primary stat gems if you upgrade every piece of gear with speed.

If you want to optimize your SL gems with a specific secondary stat instead of a mixture of two/three, spread them out over multiple pieces of equipment instead of having them on just two pieces.

Another consideration: Place SL gems on pieces of gear without durability; there might be situations where you park your character in an instance without the ability to repair. Having your SL gems on the jewelry slots will allow you to keep your speed bonuses even with broken gear. For me personally it saved my level 20 evoker who was having razor thin margins while farming for the timewalking version of https://www.wowhead.com/item=18370/vigilance-charm
Once at speed cap you can fill your other sockets with these gems:

The best primary stat gems (+4) are

There's no +4 strength equivalent, so use these instead.

Obtaining Marks of Honor as F2P has gotten a bit easier now that you can transfer honor between characters. With a level 20 you can enter warmode and in the Dragonflight zones look for
https://www.wowhead.com/object=385217/war-supply-chest (best done while in chromie time) Alternatively you can roll a new level 10 character and level them up through random BGs and transfer the honor you get to the character that needs marks of honor to purchase https://www.wowhead.com/item=185834/orboreal-distinguishment So a good way to scratch the PvP itch and get marks of honor for the +4 stat gems.

Boot Speed Enchant and Skill Interactions
Leveling up classic enchanting can be a little bit of a hassle, but can be done without crafting and DEing a bunch of low level gear.

Purchase items from

And disenchant them for your first 25 skill.

To get the strange dust/essence to level from 25 to 105 you can visit enchanting trainers/vendors and buy their stock. Shattrath has 4 vendors, Northrend Dalaran has 3. You can cycle through these every hour or so to get around the 100 https://www.wowhead.com/item=10940/strange-dust needed. Once you reach 105 skill you can just buy as many items you need from the quartermaster to level the rest of the way.

If you go for https://www.wowhead.com/spell=13890/minor-speed and https://www.wowhead.com/item=110653/enchant-cloak-gift-of-haste (+2% movement speed, the stats don't work) everything else in this section can be ignored. There can be some argument to use a non-run speed enchant, but giving up 10% movement speed is pretty painful for marginal increases in DPS.

The classic minor speed enchant will stack with pretty much all skills, as well as the +2% movement cloak enchant. As far as I know meta gem movement speed doesn't stack with any boot enchant.

However, the other boot speed enchants such as https://www.wowhead.com/spell=104414/pandarens-step or https://www.wowhead.com/spell=104409/blurred-speed stacks with only some abilities.

Further incentive to go with alternative boot enchants if you use https://www.wowhead.com/spell=44582/minor-power#recipes for your cloak instead of +2% movement

(probably, as I didn't extensively test with every boot enchant; I just assume they all behave similar to each other)
In short druid and shaman have the most incentive to use minor speed, other classes can use other boot speed enchants that have additional stats and likely will not notice a difference.

Engineering Tinkers

Combining the boosts with https://www.wowhead.com/spell=55002/flexweave-underlay will allow you to take some shortcuts in both The Slave Pens and The Underbog dungeons, which you might see a lot of if you're looking for socketed items.

You cannot use the parachute while the boosts are active, so the following macro will cancel the nitro buff and activate the cloak; allowing for long distance jumps from heights.

The idea here is to put minimal investment into a profession so you don't feel too bad unlearning it shortly after.

There's many vendors in Dalaran that sell gear for silvers that can be disenchanted for materials. (They will only be visible for your class)

Q: Amnesia I get first try every time. I unlocked, leveled and relocked a toon. I can't get it to drop again, is it a one and done? If I own one will it not drop again on that toon?

Funny story behind being stuck in a TWing instance without repairs: It happened around the time F2P lost access to the war bank, so you can probably guess where my auto-hammer was.
 
I fired up a reroll and got it first try again. I'll keep trying for a few more days to get it again if not I'll just call it a dud lol.
