People use minor speed to keep up with mages, locks, hunters, and of course the FC when people are kiting or need to get somewhere fast.

As a melee you're going to want to be able to catch people wearing it, and as a ranged/healer, you would want to be able to stay away from a melee who has it. The only people it's pointless for atm are enhance shamans, ret paladins, feral druids, and rogues, all depending on which talents you choose. Those classes all have movement speed increase talents that provide a better movement speed increase than minor speed to boots, and they don't stack.
All other classes/specs would want minor run speed, unless you really just don't care about movement speed.
You sir, are wrong. Rogues don't need speed increase? You will ShS and ambush and be done. Its all about keeping up with your team and time on target. It is only viable to not have speed on boots if you have an additional pair for FCing once the debuff has kicked in. I have been out of the game for awhile, but im pretty sure the increases stack...

@Dory- you and i both know assass isnt viable. I wouldnt say combat is very viable, but it can be.

Minor speed to boots enchant DO NOT stack with any other movement speed increase effect. Also, the viability of a classes spec completely depends on the person playing it. There is no qualifier that says 'mut spec is not viable under any circumstances.' Some players would insist that Mutilate spec is less viable than Sub spec, or even that it's the least viable spec of all three. However, the fact is that it all comes down to player preference and to some rogues, Mut spec might be the best option.
In those cases, then a Mut spec rogue would have a legitimate choice between spending 1 talent in movement speed increase talents, and using the minor speed enchant. From the standpoint of the expected rotation, gear set, and available talents, the movement speed increasing talent would be a better choice, considering the availability of +7 agility to boots. I'd argue that +7 agi to boots is better than any of the other second tier talents for that spec..
