gotta wait for the 15th anniversary event now, blizz let the vendor ingame early then removed it,
Level 1's could never see anything on him any ways, I ran a level 1 upto him that had currency to buy gear but he was empty.

When did you last do the quests? If it's less than 24 hours ago then there's your answer, gotta way 24 hours before you repeat them.
