Ive noticed love is the air event is now live. The Necklaces are now ilvl 44 at lvl 20. Maybe its something for F2P people to get.

Really good chance it will be hot-fixed across the board. The artifacts are broken because it's some weird socket issue. Something like that would probably require removing the artifact and generating a new one for that character without relics, which is pretty aggressive for Blizzard.

Queue for the Crown Chemical dungeon event, you can do it on a level 20. It's a random drop from the boss.

All 5 neckleses can be farmed in 1-2h. No need to reque. Just kill adds first and then boss. But not to fast. Make sure adds have started to respwan. Then kill boss. Rinse and repeate.

Que and then not leave. Kill boss over and over. Best is to do it with a team. but only 2 ppl dps to not kill to fast.
