Looking for an old raids speed build/class guide

Hello, i am looking for something that can hit by default cap movement speed which is basically 49%...if more that is even better but that would do it, I want to farm pretty much the old raids so I would like to twink something but I don't know what to even look for since unfortunately I cannot do it with the lvl 10-11, so I thought I would give it a shot to ask here for guidance.

You should know that you cannot get into any raids on a twink, so I hope you're talking about doing this on a 70+ toon.
Start with a Druid, or roll a new one & Dig:

Hmm...i was thinking of a lvl 60 so i can lock the xp? unless now it can be locked at 70?...haven't watch the vid yet, ty
