I'm working on that, but haven't gotten ANY to drop for me yet nor have I found anyone selling them on my Home Realm so far.

wrong for once you are found it on veknilash ah on my bank alt and it was lvl 1 item so yep it's able to be gotten and bought and on a lvl 1

How? It's loot table is only from the Stolen Present, which you can only get from the LvL 80+ Daily? I wonder if it's from an old Winter's Veil when it was only an iLvL 1 maybe?

EDIT: It's been a LvL 80+ Daily since at least 2014 and contained this item. Odd that there would be an iLvL 1 floating around.

Is it possible that the item simply scales to your character?

edit: nvm I checked my own AH and they are all lvl1.
I guess it's just meant as a cosmetic now

Well that didn't take long, Wowhead just posted it's Guide a couple days ago and Blizz already changed it's mind from scaling them up to 835 iLvL to having them all be iLvL 1.

EDIT: It appears that what Shiny linked is the "Costmetic" variant and not the actual Weapon (though I'm sure the Appearance would be the same). I'll keep doing the Daily on all my 80+ and hope to get the actual Weapon to drop so I can see if it's any different.

Just got one to drop on my 106, it's the iLvL 1 variant. Either Blizz did change their mind and make this a "Cosmetic" after doing the work to scale it up to 110's @835 iLvL or the actual Weapon is an ultra low drop rate.

If you can think; Artifact weapons, why would they make a new weapon you won't use?

You do realize that the previous Holiday Event had 810 Weapons (updated to Legion) even though we already had Artifact Weapons. Also Blizz even stated that this years Winter Veil Dagger would scale to your iLvL up to 835, but then for some reason decided last minute to change that.
