dual AGM is not BiS.

BiS is:
1) AGM + Insignia (or Tyranny), when AGM is not on CD and when you have less than 3 healers with you
2) Insignia + Tyranny, when AGM is on CD or when you have 3 healers with you

Leech pants isn't bis for balance, neither are owl bracers. Pants should be blackfathom leggings, bracers should be Uninsured bracers for horde and Mindthrust bracers for alliance.
