So I have a level one epic with crazy stats unsure value on horde eu

Did you get it as a drop or find it on AH? I've seen a few I won't name on the AH which seem to have been bugged. Not sure if they'll stay that way or not.

Its not intentional. However, it's not rare either. There's a few of these on every server that have popped up. Randomly, it's those three epics, a blue mage shoulder, and a couple of misc greens and greys that seem to have no level requirement but remain unscaled to 1.
