Your biggest goal should be to complete the honor requirement for 3 pvp item options from the vault every week, to farm tertiary stats, especially on tier set slots.
It's safe to assume once the 10.0 prepatch ends, you wont be able to get any of this gear, because you'll have no conquest sources anymore. Just like BfA PvP Azerite Gear with unique traits, and all other epic Conquest PvP Gear (with it's higher ilvl than any obtainable gear from pvp post 8.3) such as on use trinkets. (Ex: BfA Maledict/Breech/Spite)

9.2.5 Fated Raids:
In Shadowlands Season 4, one raid each week become Fated, dropping loot of a higher item level and scaling its difficulty. At the end of the season there will be no rotation, all 3 will be Fated at the same time. These Fated raids will have a Fated affix, which may change some strategies on the bosses! When a raid is Fated, its related world boss will be Fated and drop 285ilvl.
IT IS UNKNOWN IF RAIDS WILL BE FATED AFTER THE DRAGONFLIGHT PRE-PATCH ENDS. THERE ARE ACHIEVEMENTS ATTACTHED TO THEM WITH VANITY REWARDS THAT MENTION COMPLETION "During Season 4", SO IT IS VERY POSSIBLE THAT FATED RAID LOOT BECOMES GF'D IN DF.
A vendor will be available that sells all SL Raid special effect items, trinkets, and weapons, at normal Fated ilvl. You will be able to buy 3 items per toon from this vendor with Puzzling Cartel Dinar, upon comletion of boss kill quests such as Crossing Fate. These can be completed in LFR.
Killing Fated Heroic/Mythic Raid bosses will award currency to combine into an upgrade item. This will allow you to upgrade any Fated Raid item, to Heroic, or Mythic, if you are able to farm 20 boss kills of that difficulty. In combination with the 3x Dinar, a raider should be able to guarantee that they recieve their 3 most wanted Fated Raid items, at the ilvl of the content that they raid, Regardless of individual boss progression, or needing to loot specific items.

It is extremely likely the Soulbind/Conduit/Renown systems will be disabled in level 60 10.0 content, and instanced pvp in 10.0. It could be possible for the Power systems to be active in SL PVE Dungeon/Raid/World content, or possibly Legacy Party Sync content.

Things are almost coming to an end in this expansion, so it is time to begin preparing for level 60 to be the "non-expansion-enabled-paid-account"
Twinking Level Cap. This is generally a smaller, more in-game community oriented bracket. The bracket usually will end up small enough for 1-3 games at a time at peak times, and longer 5-20 min queues for off hours, and generally you'll face the same twinks and random queuers at 60 within 1 game. Many players have played the same class for years, and gear and skill are in a nice balance, usually compounding each-others value. Perfect fit for a lot of people who twink.
For PvP, it is an XP-On, account status level cap bracket. This means that we queue xpon, with 60 as our natural cap, and play with XP-On levelers who happen to be exactly 60, and other XP-On, 60 capped Shadowlands Account Players.
For PvE, it's possible to group up with no experience reduction for party members.
In BfA, PVE 50's were very strong, scaling well with their high ilvl from end game pve content, and full sockets. Certain classes could boost 4 others in leveling dungeons that scaled very low, such as Freehold starting at level 10. 50 was also the cap for the Party Sync system, so when a 50 twink used Party Sync to do nearly any legacy content, they remained unscaled and kept their relative power compared to the base template. Nothing at all is known yet about what will happen to shadowlands in 10.0. If it becomes the new Party Pync cap, and it's content is opened to more levels, the 60 twink becomes an attractive PvE level. But if its kept to just 10 levels of scaling, it would be disspointing compared to 50 syncing.

PVP GEAR:
In SL PvP gear scales in PvP content, just like Warlords of Draenor PvP gear did. This ilvl scaling is very high, PvP gear outpaces PvE gear by 1800 rating or lower. Most pvpers will be in full PvP gear, only with PvE gear if they are pushing Mythic content early on in the patch, or are pushing PvE as a late patch player whos only got honor gear or worse, to compliment gearing up Asap.
In SL PvP gear scales in PvP content, just like Warlords of Draenor PvP gear did. This ilvl scaling is very high, PvP gear outpaces PvE gear by 1800 rating or lower. 9.2.5 Fated Raids:
In Shadowlands Season 4, one raid each week become Fated, dropping loot of a higher item level and scaling its difficulty. At the end of the season there will be no rotation, all 3 will be Fated at the same time. These Fated raids will have a Fated affix, which may change some strategies on the bosses! When a raid is Fated, its related world boss will be Fated and drop 285ilvl.
IT IS UNKNOWN IF RAIDS WILL BE FATED AFTER THE DRAGONFLIGHT PRE-PATCH ENDS. THERE ARE ACHIEVEMENTS ATTACTHED TO THEM WITH VANITY REWARDS THAT MENTION COMPLETION "During Season 4", SO IT IS VERY POSSIBLE THAT FATED RAID LOOT BECOMES GF'D IN DF.
A vendor will be available that sells all SL Raid special effect items, trinkets, and weapons, at normal Fated ilvl. You will be able to buy 3 items per toon from this vendor with Puzzling Cartel Dinar, upon comletion of boss kill quests such as Crossing Fate. These can be completed in LFR.
Killing Fated Heroic/Mythic Raid bosses will award currency to combine into an upgrade item. This will allow you to upgrade any Fated Raid item, to Heroic, or Mythic, if you are able to farm 20 boss kills of that difficulty. In combination with the 3x Dinar, a raider should be able to guarantee that they recieve their 3 most wanted Fated Raid items, at the ilvl of the content that they raid, Regardless of individual boss progression, or needing to loot specific items.

It may be worth to wear the one 262ilvl crafted item, with the best bonus effect available, such as 61 speed or 41 stat proc, especially on a neck or ring slot. A full set of 233 Speed gear is also useful.

You will receive a 265ilvl belt with this covenant legendary memory for free from ZM chapter 7.
Due to the 291ilvl max of Legendaries, for 9.2.7 you will want to have your 2 on jewelery slots if possible. And in 10.0, you will very likely not use any legendary item in instanced PvP.
Rank 1-6 Legendary crafting is done via running Torghast/Covenant Assaults/Follower Missions for Soul Ash/Soul Cinder currency and also obtaining a crafted Base item.
Rank 7 is obtained via 2000 Cosmic Flux, a 9.2 patch currency obtained from many activities.
