blizzard appears to going back to what they did in BC (58) and WOTLK (68) with 2 levels lower than previous game/expac max.

as of now azerite is not going away, blizzard said when you step into SL they go away, which may mean they just go inactive in the new content.

once you get a player to max level with the storyline completed and unlocked, your alts starting SL are able to shortcut straight to covenants and start right into everything faster. will a 48/49 be able to double dip is the question? if azerite is active on older content, and a few SL covenant abilities/passives are useable thru out WOW, this could make for some seriously powered 48/49s in the open world, and perhaps BGs. on top of that it appears that a 49 with XP off, may be able to content dip deep enough into SL to acquire 90-100 range item level gear
 
Still have to wait to see. They said in multiple official post that 48 could do the pre patch event. You couldn’t start BfA early too.

the decision to select the alt version of the leveling process is done at the start of your questing. So you will very likely need to hit 60 once before you bring a 48-50 for SL world content.

You might be permanently locked out of the alt leveling mode, if you go past the moments where you can choose it if you don’t have it unlocked yet.


You should be able to obtain your covenant base ability at 48-50, and gain Renown world quests. Should be theoretically possible to grind Max renown level with your covenant for upgrades in your covenant sanctum and possibly more.

dungeons were capped 51+ last I checked a month or 2 ago.

Didn't blizzard say covenant abilities are only usable in SL content

why were players 48+ excluded sekually from the prepatch event? must be scaling in SL and the streamers that said gear matters going into SL and all m@$%^ f&$#)@@ liars
