Talent
At this time I believe the only viable talent is http://www.wowhead.com/spell=15259 which increases your spell haste by 1%, I don't find Shadow Word Pain doing 5% more damage more important, and Veiled Shadows is completely useless due to that we do not have either of those spells at this level.
Gear..
Most gear is your preference aswell as the races..

Professions.
The two professions I would have chosen for any priest are Herbalism which provides a sometimes small, sometimes major heal that will also increase your haste by 55 http://www.wowhead.com/spell=55500 which is around 130-150% for 20seconds..This can be game breaking if used in the proper Situation.
The second profession I would go for again for any priest is Skinning, why Skinning? Skinning provides you with around 18.07% critical strike chance http://www.wowhead.com/spell=53663 at skill level 225..this is a very nice boost to your Mind Blast and Smite (if you use it..) damage.
Glossary..
Brackets that I used for the races ( ) are just symbolized so the reader knows that that ability is a passive or on use ability they have to use themselves.

How to be an effective Shadow Priest..
What I see most is really geared Shadow priests, or decently that cannot play their class right which is very useless in Battlegrounds and Arenas...This will hopefully give you a simple insight on how to beat those types of fighters.
Melee Fighters: To beat a Melee class you need to have your DoT's on him at the start of a duel with a shield right before he hits you so it isn't wasted..I would suggest to open with Shadow Word: Pain with a Mind Flay right after to gain at least one (hopefully) Shadow orb and slow the Melee attacker from reaching you, then Mind blast and try to kite him around while maintaining a nice rotation of that and eventually you'll have him / her beat.
Spell-casting-fighters: These are quite simple if you have enough haste rating to pull a spell off before they do, use a Renew on yourself with a shield and use Line of Sight to it's FULL advantage while fighting another spell caster, I'd suggest to go Shadow Word: Pain>Renew>Shield>LOS their first attack, if they hit you heal quickly while in the LoS, then pop out and hit them with a Mind Blast, maintain Shadow Word: Pain on the caster and keep your LoS steady with some mind flays to slow them if they come running to your LoS spot, you'll usually win these fights.
Hunters are the exact same as Spell Casters so I don't feel the need to rewrite what I just wrote again.
