I got a few while farming TBC chests in Zangarmarsh, Hellfire & Terokkar. Level 20 looters will give you i27.

Awesome! Thank you so much. I see a lot of chests that are required 25. Is there a zone with just lvl 20 or is it just luck in all zones?

The chests in Hellfire, Terokkar and Zangarmarsh are 15+ iirc. In the higher zones they are 25+ but some can still be opened by 20s.
