are you looking to stay Resto druid? They are meant to be FC's in this bracket now, not healers.

Hmm i havent played 19s since wotlk so i dont know all items and especially the leather ones since i'm a mage
But Ring of pardons, gloves of the hero, uninsured bracers, staff of the sun(tmog value only xD ), tranquillien cloak, fallen apprentice robe( scales 13/13 at 20) i'm not sure if all these are obtainable at 19 but it's a start i suppose ^^

Dawnblade, Uninsured Bracers, Merger Boots, Stillwater signet, argas ring (you have already), ring of pardons. Anything else you want for transmog (shovel, branch, etc).

From 19 to 20 the scaling changes from ilvl 24 to ilvl 34 so some like the robe aren't great

There are several threads dedicated to this subject( items to get before faction change). You can try the search function. I would suggest "faction change". You may have to do a little sifting, but you may also find a little extra information in the process.
