Best leggings are Goblin Mail Leggings, but you'll have to get it from a low population realm or well find a seller that sells it for a lot probably.

Westfall scales to 14 strength, whereas goblin should be 13. The problem with the westfall leggings is the fact that you cannot enchant them, which puts them behind the alternatives unless you're going for a f2p restricted build.
