If your class really values haste, then sure. Ele force is currently almost always better (though PTR is looking to change that). Hurricane might also be useful since you can double stack it (spells and attacks can both proc a separate buff), though it depends on class.

Not for much longer and def not for every role. Coastal surge scales ridiculously and accounts for a substantial portion of my heading when I use it. Healing power and ele force aren't considerably different in DMG output, and also boosts heals. Warriors obviously want crusader. Etcetcetc

Ele force still really good. However, proc enchants are edging into play for various classes as well.

Ahhh my bad. Yeah, 74 -> 50 at level 29. Down to 30 at level 20.
